Do not ignore a parking fine. If you do not pay or challenge your PCN within 28 days, we will send you a charge certificate and the amount you owe will go up.
Pay a parking fine
You will need your PCN number and your vehicle registration number. The PCN number is 10 characters long and starts with LK.
You can pay:
- by phone: call 01632 960 000, Monday to Friday, 08:30 to 17:30, and pay by debit or credit card
- in person: at the customer service desk in City Hall (see opening hours)
- by post: send a cheque payable to City of Larkhaven, with your PCN number written on the back, to Parking Services, City Hall, 1 Quay Square, Larkhaven LK1 1AA
If you pay by post, allow 5 working days for your payment to reach us. We must receive it within 14 days to give you the reduced rate.
Challenge a parking fine
You can challenge a PCN within 28 days if you think it should not have been issued. For example, if:
- the signs or road markings were missing or unclear
- you were loading or unloading
- you had a valid permit or ticket on display
- your vehicle had been stolen
- the details on the PCN are wrong
To challenge a PCN, email parking@larkhaven.example or write to Parking Services, City Hall, 1 Quay Square, Larkhaven LK1 1AA. Include your PCN number, your vehicle registration, why you think the PCN is wrong and any evidence, such as photos or a copy of your permit.
If you challenge within 14 days, we will hold the reduced rate of £35 while we look at your challenge.
What happens next
We will reply within 21 days. If we accept your challenge, we will cancel the PCN. If we reject it, we will explain why, and you will have another 14 days to pay the reduced rate of £35.
If you still disagree, you can make a formal appeal. Appeals are decided by an independent adjudicator, and our reply will tell you how to appeal.
Common questions
There was no PCN on my windscreen
If the officer could not give you the PCN, for example because you drove away, we will post it to the registered keeper of the vehicle.
Can I pay in instalments?
No. If you cannot afford to pay, contact us before the 28 days are up. Call 01632 960 000 or email parking@larkhaven.example.
